Since November 30th 2010 the JCL Home (Now Observation Home) was established in Uttar Dinajpur District Inaugurated by Additional District Magistrate (Dev) Mr. P.K Dutta. In this Home Collaboration with the Department of Women and Child and Social Welfare Government of West Bengal. All residents who come in to conflict with the Law are here. According to Government rules, 50 residents are accommodated at present only residents involved in the conflict with the law of Uttar and Dakshin Dinajpur districts live here. Now the project is currently named Mission Vatsalya.

Activities: The daily activities that residents do at home plantation and gardening, daily study at Library, Art and Craft, Kitchen Garden, Personal Hygiene, Yoga and Computer class.

Vocational Training: Mobile repairing course is being taught to the residents of our home.

Major achievements: 68 residents returned home in the last one year.
